    In the propaganda it disseminated abroad, [Fascist] Italy presented the global public with a bundle of measures aimed at saving not only Italians, but the entire ‘white race’, as Mussolini confidently proclaimed.³³

    He regarded the future of his nation as entirely contingent on its demographic development. A critical moment in this regard was his Ascension Day Speech delivered on 26 May 1927, in which he made statements of basic policy with regard to race and demographics.

    Outside Italy, Mussolini’s plan to set up thousands of institutions designed to assist mothers and their children created a sensation. The interest in the policy pronouncements of fascist Italy was so great that the New York Times published the speech in its entirety.³⁴

    While Mussolini’s speeches attracted attention around the world, his pronouncements had particular traction in the crisis-shaken Weimar Republic. The Italian dictator even wrote articles on demographic issues for publication in the German press.³⁵

    In Germany, interest was expressed not just in ‘positive’ measures designed to promote ‘worthy’ elements of the population — including material assistance for families, comprehensive care for mothers and children, and settlement policies aimed at enlarging Italy’s Lebensraum in Northern and Eastern Africa.³⁶

    The Germans also took keen notice of Italy’s plans to exclude and repress ‘undesirable’ elements of the population. As very recent studies have shown, a powerful apparatus of persecution was developed [under Fascism] in the 1920s, which the régime wanted to use to create a homogenised and racially pure populace.³⁷
