There are different unemployment numbers but the main one is a person is unemployed if they
- do not have a job
- are actively looking for a job and
- are eligible to be hired
Inmates probably don’t count for 2 and/or 3 and thus would not count as unemployed
That is fucked up.
Why?
Doesn’t the federal rely on polls or something, like it isn’t accurate. And then at the state level if someone goes beyond unemployment payments which is usually only like 6 weeks, I think they also fall into not being considered unemployed anymore but I’m not 100% how they mark that.
One of the statistics relies on who is applying for Unemployment Insurance payments.
Which run out if you’re on them for 6 months in a year. So that stat starts to get really unreliable after July, and gets worse as it approaches December.

Speaking of the ones that fight wildfires, calfire could use and train prisoners for wildlands fire fighting, but as soon as they were released, calfire rules would not allow them to be hired due to their criminal background.
They finally changed it in the last 5 years or so.
