Nothing in this article says or implies the dogs were attacking the otters. It just said the dog swim out towards them. Given the otters went for a human as well, I think it’s reasonable to call them aggressive and problematic.
And if your dog goes after other dogs instead of otters? Why is the dog trying to fuck with the otters?
Off leash isn’t an excuse for dogs to “dog”
If your dog is going after other dogs then your dog hasn’t been properly socialized, it shouldn’t be at an off leash park.
