He might be making a play for non-competence. Either his dribbling performance doesn’t matter and he wins the election and pardons himself, or he is declared unfit to serve, but then gets lenient sentencing or dismissed altogether.
(It’s a great use of the term but originally it wasn’t meant to be anything, John Lennon was specifically putting words and phrases together that didn’t mean anything partly as a response to some who had ‘interpreted’ his lyrics to mean anything and everything)
