They found the planet in the state their time travel left it; Chernobyl’d.
Investigating it resulted in the time travel. The time travel resulted in the crew forcing open a rift to get them back. That rift resulted in the explosion in the first place.
So Janeway closed the rift at the last second after putting two and two together. Because the planet-wide explosion never occurred, they never time travelled in the first place.
Instead, they find a happily chugging along pre-warp civilization and just let them be.
but they decided go to the planet. Janeway didn’t prevent the loop from stopping , everyone died, and the next shot is them approaching the planet and saying “nah”. NOTHING CHANGED. Why would they decide to go in on one iteration, have nothing change going into the second and just bounce. What’s the point the episode is trying to make??
I just watched this one like a week ago. The first time they go there is because they just detected the shockwave from the explosion. Second time, there’s no explosion, they detect the civilization and say, nope don’t wanna deal with those pre-warpers.
As for the point of the episode? I dunno, felt like a time loop one that’s supposed to make you think (like cause and effect) but just so poorly executed that it was forgettable

Except it did change. Janeway prevented the explosion. Otherwise both she and Paris would’ve died with it.
So there was just an ordinary pre-warp civilisation on the planet when they inspected it “again”.

She did prevent the explosion, right at the end.
